How the Process Works

The Rural Entrepreneur process includes the following steps:

Step 1

Submit an Expression of Interest (EOI)

Check your eligibility and submit an online EOI outlining your business background, financial position, language skills, and proposed business plan for Manitoba.

Step 2

Receive an Invitation to Apply (ITA)

If your profile is selected, Manitoba issues an ITA. You can then submit your full application with the required business and financial documents.

Step 3

Establish & Run Your Business in Manitoba

Once approved, receive a Letter of Support, apply for a work permit, relocate to Manitoba, and start or purchase a business.

Step 4

Receive Provincial Nomination & Apply for PR

After fulfilling the business conditions, Manitoba may nominate you to apply for Canadian permanent residence through IRCC.

Eligibility

  • Applicants should have a minimum net worth of around CAD 375,000.
  • A minimum investment of approximately CAD 160,000 is required in an eligible rural business.
  • At least 2–3 years of experience in business ownership or management
  • A commitment to actively operate and manage the business within a rural Manitoba community
  • An intention to live in the selected community and support its local economy
