Build, Buy, or Expand a Business in Ontario's Strong and Diverse Economy

The Ontario Entrepreneur Stream is intended for entrepreneurs from outside Canada who want to launch a new business or acquire an existing business in Ontario. The program offers eligible entrepreneurs an opportunity to build their business in one of Canada's key economic provinces and may provide a route toward permanent residence after successfully establishing the business.

The stream is focused on encouraging entrepreneurship, supporting innovation, and creating new employment opportunities across Ontario, including the Greater Toronto Area (GTA) and communities outside the region.

How the Process Works

The Ontario Entrepreneur Stream follows a performance-based model, with nominations coming after you meet your business commitments.

Step 1

Expression of Interest (EOI)

Create an online profile and receive a score based on factors such as human capital, investment, and business concept.

Step 2

Invitation & Interview

Top-ranked candidates may receive an invitation to apply and attend an interview to discuss their business plan and experience.

Step 3

Performance Agreement

Approved applicants sign an agreement with Ontario covering investment commitments and required job creation.

Step 4

Work Permit & Establishment

Ontario provides support for a temporary work permit, allowing you to move to the province and establish your business within 20 months.

Step 5

Nomination for PR

Once your business is successfully operating and the required targets are achieved, Ontario may nominate you for Canadian Permanent Residency.

Eligibility

  • Minimum Net Worth: $400,000 for businesses established outside the GTA
  • Minimum Net Worth: $800,000 for businesses established within the GTA
  • Minimum Investment: $200,000 for businesses located outside the GTA
  • Minimum Investment: $600,000 for businesses located within the GTA
  • Minimum language proficiency: CLB 4 (Basic IELTS)
  • Business Experience: At least 2 years of relevant business experience
  • Opening Date: Applications are scheduled to open on 30 May 2026
  • Active Business Management: Applicants must intend to settle in Ontario and take an active role in managing their business

Frequently Asked Questions

There is no mandatory minimum education qualification for entering the pool. However, applicants with a post-secondary credential, such as a diploma or degree, can receive additional Human Capital points. This can help make your Expression of Interest (EOI) more competitive.

Most legal business types are permitted, provided the business is "permanent" and operates throughout the year. Seasonal businesses, such as a resort that operates only during the summer, and project-based businesses are not eligible. The business must also be established to generate profit through the sale of goods or services rather than primarily earning income through interest or capital gains.

To be eligible for the OINP, you must own and have control over at least one-third (33.3%) of the business equity. If you are applying together with a business partner, you must still hold the minimum required ownership percentage.

You need at least 24 months of full-time experience within the last 60 months. This can be as a Business Owner, with at least 33.3% ownership and active involvement, or as a Senior Manager with primary decision-making authority and responsibility for daily operations. You cannot combine both roles to meet the 24-month requirement. You must qualify under one role.

Yes. Applicants must show a minimum language proficiency of CLB 4 in either English or French. While this is considered a basic level of language ability, applicants are required to submit valid official test results, such as IELTS or CELPIP, before they can receive a nomination for Permanent Residency.

You can, but additional rules apply. The business must have operated continuously under the same owner for 60 months, and you must show plans to grow it. You must also create at least one or two new full-time jobs while retaining existing staff.
